I own Altec 604E's in DIY 620 cabinets and I love them to death.
I was wondering........if I take the horn and xover from a VOTT 811 or 511 and bypass the xover and horn in the 604 will that produce basically the same result as the 811[ or 511] with a 416 in a 920 cab?
This way I can hear both typse without building new cabs.

You're still going to need some crossover device. If you use the one from the 604 you might have some time alignment concerns. I used active with l/f delay to make it easier to deal with that (also for other good reasons.)
Be warned, you might end up doing as I did: Subsequently swap the 640's with 416's. Now my 604's need cabs

Not really since the 604's response will be quite a bit different through the XO BW and its specs are closer to the 515 than the 416.

do you mean it is not a problem as long as the right x over for the horn is used?

Yes, you can make it a three way if you either design, build new LF/mid and mid/HF XOs or use a three way active XO and tri-amp. Or if two way, then put the 604 LF on one channel and the mid/HF on the other and make a simple passive XO for the 604's horn.
Once done, it won't sound like a 511 or 811/416 combo in a 920 cab though. You would need to start with a 605 to ~ get the 416's LF response.
